Ep. 10 of both Kampfer and Railgun started gearing themselves towards a finale with the hidden enemy being revealed in each case. I guess this is typical of plot structure in shorter series. In the case of Kampfer, there was a lot of build up in recent episodes to the that fact that Sakura had a secret side to her (and certain people sensed this very early on indeed), and now Shizuku knows it for sure. The Railgun revelation was set up as more of a surprise, although Kiyama always had an unhealthy look to her and randomly stripping is not the action of a proper scientist. Of course, if we were to assume from the beginning that these show’s main protagonists would be characters we already knew and not be end bosses who’d appear out of nowhere, then the choices were always limited. As the only non-Kampfer character, Sakura had to be there for some reason (and her mysterious disappearance after her initial confession to female Natsuru indicated something was up). In the case of Railgun, there’s a big universe of characters to draw on, but I think Kiyama was one of the few characters featured in the OP (maybe the only one) not to appear in an Index OP (am I right about this?)
Now, I haven’t seen Kimi ni Todoke ep. 10 yet, but as that appears also to have a 12 episode run, we can probably expect Kurumi to reveal herself as well, giving us a trio of secretly conniving ladies intent on messing up the main characters’ lives as much as possible!
